Code of Ethics Guidance

5th July 2017

It has come to AGSI’s attention that some Regional Commissioners are issuing instructions that each Sergeant and Head of Section should confirm in writing that all members in their respective unit/section have been briefed and made fully aware of the Code of Ethics, its content and the significance of same.

AGSI wrote to the Garda Commissioner yesterday advising her that briefings of this nature should be provided by qualified teacher trainers and not operational Sergeants. It is in AGSI’s view unfair and indeed inappropriate that Sergeants are being asked to undertake this job.

Organisation policy on a matter of such importance should be delivered by qualified teacher trainers who have themselves been briefed on the message the organisation wish to communicate to its members.

If you have received instructions to carry out such briefings you should respectfully decline and point to the fact that you are not a qualified trainer, who has been briefed on delivering the content of the Code of Ethics.

You can advise the Gardaí on your unit or section of the existence of the Code of Ethics and advise them to familiarise themselves with its content. If you have done this you can report this fact to local management.

Teacher trainers whose role it is to provide training within a Division, and who themselves have been trained to brief on the Code of Ethics, can of course carry out briefings.

Kind Regards,

John Jacob,
General Secretary.
