AGSI Special Delegate Conference: October 2026

The Association of Garda Sergeants and Inspectors (AGSI) held a Special Delegate Conference in Roscommon on 5 October 2026. 111 members attended. The National Executive called the conference after progress on a number of key issues stalled.

Working Time Agreement

Members heard concerns about ongoing breaches of the Working Time Agreement (WTA). These include shifts of more than 13 hours, inadequate daily rest periods and overuse of the Extraordinary Event facility.

General Secretary Ronan Clogher said the association has flagged numerous incidents of WTA breaches to Garda Management.

Subsistence and Travel Scheme

AGSI recently balloted members on the proposed Garda Subsistence and Travel Scheme. 59.6% of members took part. Of those who voted, 88.7% rejected the scheme as it is currently being implemented.

AGSI President Declan Higgins said the result deserves early engagement and a prompt response from management. The association says it has so far received mainly silence.

Decisions by individual members

Some members decided individually to withdraw their availability for voluntary overtime on the four Saturdays in October.

Some members may also decline voluntary duty away from their home station unless management gives them clear information in advance about the entitlements that apply.

Next steps

The National Executive will keep pursuing the concerns raised in the Subsistence and Travel ballot. The Executive will also work with the Garda Representative Association on shared industrial relations issues, within the law and the applicable agreements.

Public sector pay

Last month, the Department of Public Expenditure and Reform informed all sectors within the public sector that the parameters surrounding Local Bargaining were being adjusted, and a 1% General Pay adjustment was now an acceptable proposal for all bargaining units.

The AGSI have previously sought on numerous occasions that the finalisation of the payment of the 1% local bargaining funding be prioritised by Garda management, particularly due to the current cost of living crisis and the financial pressure members are now subjected to.
