COVID-19 Policing Plan

Good afternoon Colleagues,
 
AGSI attended two meetings at Garda Headquarters today in light of the developing situation around COVID-19. 
 
We are facing unprecedented times. The briefings by Garda management centred on contingency planning in order to police an evolving and uncertain situation. 
 
This new policing plan (included below) is going to cause significant personal and professional disruption to AGSI members. We, as an Association, fully support our members and will play our part in representing you throughout this uncertain period.
 
We are a membership that has always acted with public safety as a priority. I know we won’t be found wanting as policing measures are stepped up.  
Some of our members have also been asked to delay their retirement and we acknowledge that sacrifice being made. 
 
Garda management have assured us that the lines of communications with Associations will remain open.
 
All operational matters relating to the new policing plan must go through the national COVID-19 Coordination Unit (details below). 
 
AGSI head office will remain open Monday-Friday as normal with staff rotating working days.

COVID-19 Policing Plan
Following the Government’s announcement setting out measures to delay the spread of the COVID-19 virus in Ireland, An Garda Síochána is putting in place the following measures with immediate effect to maximise our operational availability / delivery and ability to support other vital public services.
 
Working Time Agreement
 
I am declaring the ongoing situation as an exceptional event, in accordance with the Working Time Agreement, which provides – “Exceptional event – In the event of natural or technological disasters, attacks, serious accidents or similar events, the gravity and scale of which requires the adoption of measures indispensable for the protection of life, health and safety of the community at large…..” 
 
COVID-19 Coordination Unit
 
As previously advised, by Deputy Commissioner, Policing & Security, An Garda Síochána has set up a COVID-19 Coordination Unit in Garda Headquarters.  This unit will fall under the remit of Detective Chief Superintendent, Liaison and Protection and will be staffed by the necessary skilled personnel to ensure a coordinated approach when dealing with issues around the COVID-19 virus. This unit is based in the Schengen Building, Garda Headquarters and has responsibility for An Garda Síochána overall strategic response to the COVID-19 virus, including the provision of updates to all personnel.  The unit will operate on a 24 hour basis seven (7) days a week. Any queries or concerns you may have should be channelled to this unit.

Rosters
 
  • A contingency roster of four units working 12 hour shifts, designed to meet necessary demands will be implemented from 7am, Monday 16th March 2020. This will be revisited in 3 months.
 
  • There will be no change to the national unit rosters at this time.
 
Annual Leave
 
  • Divisional Officers will ensure with effect from today, 13th March 2020 that sufficient resources are available to meet operational capacity and delivery of service, and where necessary overtime will be utilised.  
 
  • All annual leave for Garda members and Garda staff will be restricted to no more than 5% of the Divisional/Bureau Workforce at any given time.
 
Garda College
 
  • All Trainees and Probationer Gardaí currently in training in the Garda College, will be attested to An Garda Síochána and allocated to Garda Stations nationally in the coming weeks.
 
  • All non-essential training, including CPD, Trainee, Probationary training and current leadership/management development courses will be deferred until further notice.
 
  • Probationary periods may be extended for probationer Gardaí as required.
 
  • Garda members working in the Garda College will be reallocated to operational policing duties or be required to provide essential training.
 
  • Garda staff working in the Garda College may be reallocated to administrative duties elsewhere.
 
Garda Headquarters
 
  • Garda members working in Garda Headquarters may be reallocated to operational policing duties.
 
  • Garda staff working in Garda Headquarters may be reallocated to administrative duties elsewhere as required.
 
  • Each Divisional Officer / Section Head will ensure appropriate arrangements are in place to maintain business continuity.
 
Severance Package
 
  • Members of An Garda Síochána who were scheduled to avail of the severance package on 1 April 2020 have been invited to defer their retirement for three months.
 
Compulsory Retirement
 
  • Subject to Government approval, Garda members of all ranks who have reached the compulsory retirement age can apply to remain in employment for a further period of 12 months subject to terms and conditions. Any Garda member who is required to retire on age grounds on or before 1st June 2020 and wish to remain in service should forward an application through the normal channels for consideration of the Commissioner. This matter will be subject of ongoing review.  
 
Official Foreign Travel
 
  • With effect from 13th March 2020, non-essential foreign travel will not be under taken. In the event of a requirement for essential foreign travel, express prior approval of Deputy Commissioner, Policing & Security is required. This will only be granted in line with the guidelines for foreign travel as advised by the Department of Foreign Affairs and Trade.   
 
Large Gatherings / Meetings
 
  • All unnecessary large gatherings will be restricted. Only essential meetings, in accordance with Government/ Department of Health guidelines will take place, with attendance limited to essential personnel only. Video conferencing should be utilised where available. 
 
Transportation
 
  • In order to enhance community policing and to support the community, 210 additional vehicles have been hired by An Garda Síochána. These vehicles should not be used as response/emergency vehicles.
 
Legislation
 
  • Liaison is ongoing with the Office of the Attorney General with a view to drafting additional contingency legislation.
 
Prisoners / Arrests / Detentions
 
  • Divisional Officers should consider the use of smaller Garda Stations with detention facilities to help prevent the unnecessary exposure of Garda personnel and Garda staff to the COVID-19 virus.
 
An Garda Síochána will play a crucial role in protecting and supporting individuals and society. Now more than ever we will be called upon to do all that is required to help our fellow citizens and the country. I have every confidence that we will meet this challenge. As this is a rapidly changing situation, further operational adjustments are very likely to be required.
 
The above instructions, will ensure the organisation can and will meet its requirements in delivering business continuity in this difficult time.
