Ronan Clogher Appointed General Secretary of the Association of Garda Sergeants and Inspectors (AGSI)
Roscommon Native Heads up New AGSI Leadership Team
The Association of Garda Sergeants and Inspectors (AGSI) is pleased to announce the appointment of Ronan Clogher as its new General Secretary. Mr. Clogher, a seasoned leader within the Garda force, brings with him a wealth of experience and a strong commitment to continue to advocate for the rights and interests of the Association’s members at a critical time for the organisation.
Ronan Clogher, who has served in various capacities within AGSI and the Garda Síochána, takes the helm at a moment of significant change and challenge within the policing sector in Ireland. His appointment comes as AGSI prepares to tackle key issues facing its members, including evolving policing demands, welfare and support systems for Garda personnel, and the ongoing modernisation of the force.
The Roscommon native said, “I am honoured to take on the role of General Secretary of AGSI at such a pivotal time,” said Ronan Clogher.
“My ambition is to ensure that the voices of our members are not only heard but are at the forefront of discussions on the future of policing in Ireland. I am committed to enhancing the support systems for our members, advocating for their rights, and ensuring that they are equipped to meet the growing demands of their roles while maintaining the highest standards of service to the public. Together, we will navigate the challenges ahead and build a stronger, more resilient force.”
Paul Curran, President of AGSI, congratulated Ronan on his appointment, expressing confidence in his leadership.

His deep understanding of the issues facing our members, coupled with his leadership skills and dedication, makes him the ideal person to guide AGSI into the future. He served as Deputy General Secretary for almost three years and I have no doubt that under Ronan’s stewardship, AGSI will continue to be a powerful advocate for Garda Sergeants and Inspectors. Additional appointments
The appointment of Ronan Clogher signals a new chapter for AGSI, as the Association intensifies its efforts to address the evolving landscape of policing in Ireland. Kevin Bolger was appointed Deputy General Secretary and two new Industrial Relations Officers were also announced at the AGSI mid-year seminar recently, namely, Martin Mahon and Kevin Sexton.
With a renewed focus on member welfare, professional development, and engagement with key stakeholders, the new appointments are expected to bring fresh energy and vision to the organisation.
Kevin Bolger, Deputy General Secretary
An adopted Wexford man living near Gorey, but originally from Arklow, Kevin has 26years service in An Garda Síochána, 15 at the rank of Sergeant. He has predominately always been in uniform up until taking this new position with AGSI. He was a Roads Policing Sergeant in Gorey. He has experience working on transformation projects within An Garda Síochána, and can bring great empirical knowledge of the impacts to the relevant stakeholders. Kevin has always been involved with representation through the AGSI Branch and at National Executive level and has a solid understanding of the organisation. His goal is to represent the views and experiences of members on the coalface at the highest possible levels.
Martin Mahon, Industrial Relations Officer (IRO)
Martin has 33 years’ experience in An Garda Síochána, having served in several National Units and the Dublin Metropolitan Region as Detective Sergeant. He previously represented the AGSI Branch of CDU/SDU as Secretary.
Martin has a keen interest in IR issues and holds a Degree in Leadership and Governance, a Certificate in Workplace Discipline Investigations & Dispute Resolution and is currently studying for a Diploma in Employment Law at the King’s Inn.
Martin is looking forward to providing professional IR representation to all AGSI members throughout all of our Branches.
Kevin Sexton, Industrial Relations Officer (IRO)
Kevin joined An Garda Síochána in 1990 and now has 33 years of service. He lives in Roscommon Town and is married with two teenage children. Kevin started his career in Irishtown Garda Station in Dublin, then moved to the Crime Task Force in Pearse St Garda Station, before returning to Irishtown Garda Station, where he joined the District Detective Unit. Kevin worked for the first 11 years in Dublin. In 2002/2003, he went to work in the UN and served in Bosnia. On return, he transferred to Athlone and returned to uniform duties from 2002 to 2004. He then transferred to Longford Garda Station and became part of the team that established the new Scenes of Crime Unit for, the then, Longford Westmeath Division. Kevin was promoted to Sergeant in 2009 and transferred to Castlerea Garda Station. He remained there as a unit Sergeant until his appointment to AGSI in August 2024 as an Industrial Relations Officer (IRO) with the Association.
