AGSI Day 2 of Action: Advice for Members

Before considering the second day of action planned for this Friday the 28th, I think it is important to refer to last Friday’s action. I must congratulate all Branch Committees members for getting information out within their Branches in advance of our first day of action.
The feedback from around the country is that members rallied to the cause for pay restoration and there was widespread, if not complete support, for members in not using PULSE.
This was critical to press our case and show our commitment. As Branch Secretaries you played a very important role in ensuring the success of our first day. You will again play a pivotal role in circulating information for our second day of action.
Following on from our commitment to increase our industrial relations activities in advance of the 4th November, AGSI will hold a second day of 24-hour action this Friday 28th October.
This action will involve members not using PULSE and not engaging in administrative duties.
 
Please note: this includes all paperwork-related activities and all PULSE-related activities 
and no derogations have been given at this point.
What  does this mean for individual members?
From 7am on Friday 28th to 7am on Saturday 29th members are again asked to individually decide not engage with the PULSE system in line with last Friday’s action but additionally not to engage in administrative duties.
In respect of PULSE members should not:
· Create an incident or review an incident;
· Check incidents, vehicles or other items of interest;
· Complete or manage prisoner logs on PULSE;
· Record property items or manage Section 41 vehicles;
· Provide directions relating to supervision of investigations through PULSE. Note, oral or written instructions may be given;
· Conduct any other PULSE activity; or
· Prepare information to support PAF meetings.
These actions may mean that Gardaí cannot create a charge sheet or a summons. It will mean Sergeants and Inspectors who access their emails through PULSE should not receive or send emails throughout this 24-hour period.
In respect of administrative duties members should not:
· Detail Gardaí for duty;
· Detail Garda Reserve members for duty;
· Manage correspondence from members for transmission to Garda Management;
· Manage correspondence from Garda Management for transmission to colleagues at Garda, Sergeant or Inspector rank;
· Not process investigation files. Remember members may provide oral direction in relation to crime investigation;
· Not process returns, carry out audit functions or process Dail questions or other such matters;
· Not complete returns on the Correspondence register. In this regard Sergeants are asked not to process any post received on this day; and
· Not use internal email for the course of the 24-hour period.
Branch Secretaries should circulate this information throughout their Branch immediately.  They should ensure all members have details of what they can do to support pay restoration. 
It is critical all members continue this journey together; we got a great start so let’s build on that.
Our campaign was well supported on Friday last and that gives us confidence for another successful day of action on Friday the 28th.
With the full support of members we will reinforce the clear message from Friday 21st of our intention to see this process through to a conclusion.
Branch Secretaries should highlight the impact failure to support this initiative will have on our overall campaign.
Members are reminded that they must decide on this course of action individually to advance their claim for pay restoration.
